Enable lo interface in the amphora-haproxy netns

Configure the lo interface in the amphora-haproxy namespace.
It fixes issues with the synchronization of haproxy peer/stick tables
when updating a load balancer configuration.

+    namespace. The ``lo`` interface was down and prevented haproxy to
