Add a release note about HAProxy 2.0

This patch adds a release notes that recommend using HAProxy version
2.0 or newer for amphora that will be supporting HTTP/2 listeners.

Though the current HAProxy version 1.8 used in some distributions
support HTTP/2, we highly recommend using HAProxy version 2.0 or newer
in the amphora image when using HTTP/2.
