Michael Johnson c3f95915d2 Fix a potential race condition with certs-ramfs 
There is a potential race condition in the start order for the
amphora-agent service and the certs-ramfs service.
This patch configures an explict ordering for the services.

Element to setup an encrypted ramfs to store the TLS certificates and keys.

Enabling this element will mean that the amphora can no longer recover from a reboot.
