In the case that nova failed to delete an amphroa they will continue to send health heartbeat messages the the health manager. This patch improves the logging of these amphora. It also optimizes the statistics update flow when event streaming is disabled by removing two extra database calls. This patch also removes the un-used BaseControllerTask class.
