Sets up the flows and some new tasks required to create all the resources needed for an entire load balancer graph. This includes updating all listeners on all amphorae (depending on topology), and plugging networks and setting up the routes and rules on every amphora for a load balancer. Luckily this mostly reuses tasks and flows that were already created, though some new tasks and flows were created specifically for handling many listeners. The Octavia project seeks to become the standard operator-grade load balancer in use in large OpenStack deployments. Note that it is not competing with the Neutron LBaaS extension and may never actually replace it. Rather, Octavia should be seen as "yet another vendor" which is accessed via a driver for Neutron LBaaS.
