Michael Johnson 54e4c3e883 Fix devstack cleanup for log offload location ...

A previous patch[1] moved the log offload file location to resolve
directory access permissions. However, if devstack is re-run the
plugin.sh will run into errors that the directory and symbolic links
already exist. This patch fixes that issue such that restacks do not
run into these errors.
