Aishwarya Thangappa d63f3ce629 TLS/SNI Listener creation fails when using intermiate certificates

Because the intermediate certificates are misplaced(they are not expected
to be at the top of the pem file), there is issue in haproxy config file
generation and hence the listener creation fails. This patch fixes the
ordering issue.

The Octavia project seeks to become the standard operator-grade load balancer in use in large OpenStack deployments. Note that it is not competing with the Neutron LBaaS extension and may never actually replace it. Rather, Octavia should be seen as "yet another vendor" which is accessed via a driver for Neutron LBaaS.
