This patch limits the number of Amphora build requests handled by the controller worker at a given time. Also, the amphora build requests are assigned priorities based on whether it is a normal loadbalancer create, failover or spares pool loadbalancer create request. Based on the priority and the order in which the requests were made if there is an available build slot the amphora will be built.
