Dmitriy Rabotyagov 76363b3905 Allow to set conditions on components ...

This not only improves flexability for ceph client deployment, but
also removes hardcoded logic on when Ceph client should be
deployed with Cinder Backup. For instance, cinder backup still
requires to have Ceph client, when Volume is stored on ceph,
but backup driver is set to Swift/S3/etc.
