Jean-Philippe Evrard 4d819ed0b6 Define coherent safe default for package state 
Instead of overriding this value everywhere, it's easier to
define it from the start to the value we want. In this case,
we want to define it to "present", while still being
overridable.

OpenStack-Ansible openstack_hosts

Role for basic setup and configuration of a host machine for use within OpenStack. This role tunes a host to receive OpenStack. The basic operations within the role install, set up, and tune specific kernel options that all OpenStack hosts need to perform nominally.
