Patch Set 1: to the best of my knowledge in this way we do not need to change anything other roles (at least for now). we can also change the default cloud to project scoped and add another system scoped cloud but that will create a requirement to change every other openstack service ansible role. also I didn't add a second openrc file for system scoped credentials.
