Jesse Pretorius 4f61d47338 tox.ini: Expose USER environment variable to execution environment 
In order to allow the use of the environment variable which informs
Ansible which user executed the playbook, we pass the USER env var
into the environment that tox builds.

This Ansible role installs and configures OpenStack Almanach on Ubuntu 14.04 and 16.04.

This role will install the following Upstart services:
  • almanach-api
  • almanach-collector
