Dmitriy Rabotyagov 6950aaac35 Take resource_filters from smart_sources

At the moment our resource_filters template is outdated comparing to the
upstream version. This may cause various issues with Cinder,
for instance failure to specify a volume_type property
for the OS::Cinder::Volume resource in
with Heat.

Leveraging smart_sources will eliminate need to maintain the template
inside of the role, and use upstream version first.
