Andrew Bonney 953b1ac80f federation: ensure cloud credentials are found on utility host 
During upgrade, we found that these tasks were asking for an
auth_url, indicating the credentials could not be found.

Fixing these tasks to match the ones above resolved this issue.

OpenStack-Ansible keystone

Ansible role that installs and configures OpenStack Keystone. Keystone is installed behind the Apache webserver listening on port 5000 by default.
