Enable cluster trust for magnum 

This enable cluster_user_trust which is needed to get Kubernetes
integration with Cinder and Neutron LBaaS.

Fedora images for Ocata have been updated in
https://review.openstack.org/#/c/452102/. This commit also fixes the
gate.
