Ensure that mode is a string

With Ansible 2.x the mode parameter must lead with a zero. When
a number is not quoted it may be read as an integer instead of a
string, thus losing the leading zero.

This patch ensures that the mode parameter is explicitly quoted.

The task names are also adjusted to remove the unnecessary mention
of 'neutron' in the task. This is simply a cosmetic normalisation.

The tags which were recently added are also removed as they do not
conform to the agreed tag standard set.
