Markos Chandras d06c154279 vars: Add missing 'neutron-metering-agent' package 
Fixes the following problem

Jul 06 20:30:11 aio1 systemd[21652]: neutron-metering-agent.service:
Failed at step EXEC spawning /usr/bin/neutron-metering-agent: No such file or directory
