Enable systemd service which disables smt

Systemd service for disabling smt on ppc64le compute nodes was added
earlier. But the service is not enabled. So after reboot, smt is
not getting disabled on ppc64le compute nodes. This patch adds
code to enable the smt-disabling systemd service.
