Mohammed Naser 3341ce834f powervm: drop support ...

The PowerVM driver has been untested for a few years as well
as broken due to using the wrong driver as well.  It's not possible
to test it within our infrastructure neither has there been any
contributions to improve/fix it.

This patch drops the support for it.
