Jesse Pretorius b66506ef6f Only run nova status-check once a compute host has registered ...

The placement service doesn't work correctly until a compute host
has registered and the cellv2_discover has run.

To make sure this happens, we perform the status check after the
cell_v2 discover on the same conductor node which performed it.
