Jonathan Rosser f5800a48dc Do not adjust libvirtd sysconfig for centos-9 ... Centos-9 no longer ships this file so skip adjusting it [1]. The file should not exist on Centos-9 systems where OSA is used. If this file is created by a deployer it will potentially interfere with the operation of libvirt and other configuration made by openstack-ansible.
