service_setup: refactor service setup to a single file
This patch refactors the openstack user/service/endpoints creation to service_setup.yml which will eventually be managed by openstack-ansible-tests. We can ignore octavia_v2 condition, since v1 was dropped in train [1] [1] https://review.opendev.org/#/c/656707/ Change-Id: If0169e5d307f1b75087e2459226102b47c1cdee0
