Disable integrated tests of Sahara 

Since 2024.1 is inactive project, and it's API is eventually broken due
to new requirement of SQLalchemy.
So project is validly broken, so to unblock process of remove it from
OSA release we comment out all intefgrated tests which ran tempest.
