Dmitriy Rabotyagov 1496435b6e Ensure u-c are used for Skyline installation

We had U-C commented out, likely due to the reason that Skyline
was not compliant with u-c for some release back in the days (
when project was still emerging).

Now this stroke back and Skyline is broken when fetching latest
httpx, while httpx is defined in u-c
