This is done partially by migrating to the openstack.osa.mq_setup
role as well as converting existing module names to FQCN.
We also remove messaging_setup task file as it was replaced with
openstack.osa.mq_setup role
Pin setuptools via global-requirement-pins.txt
setuptools 82.0.0 dropped support for the legacy 'pkg_resources'
library.
