Dmitriy Rabotyagov b277507c7f Replace LXB check with OVS 
With neutron removing the lxb driver from their codebase [1],
we have no other choice but replace LXB with OVS test scenario

As OVS DB socket is writable only by root user, we have to
switch kuryr-libnetwork to be executed as root as well.
