Use state=present for EPEL packages
Requiring the latest EPEL and yum packages is not necessary and causes deployment delays. This patch ensures that EPEL and yum-related packages are installed the system, even if they aren't the absolute latest. Change-Id: Ic62e43288bf6386c8b2233ea305f65d226a0ae73
