Dmitriy Rabotyagov 0ce84ddc8f Implement custom rejectatr filter ...

This change aims to bring behavior prior to ansible-core 2.19, where
rejectattr will keep elements, where the rejected key
is not present.

This allows to avoid extremely complex jinja statements to select
defined and then merge with undefined.
