Patch Set 1:

> it seems the repo didn't use testr at all which leads to me to a question if we need to migrate to stestr

I had similar doubt, but we have a tests folder present so I thought to migrate from testr to stestr, just in case, we need to use it in future to run tests. If you think it's ok to remove it completely I can do that.
