Jean-Philippe Evrard 069a39e657 [Docs] Add the bump of the upstream repo
OpenStack-Ansible is a cycle trailing project, and has therefore
two weeks after the official upstream project releases. The
upstream project packagers will have build their package
repositories to work for these versions, and we should therefore
use their package repositories, instead of using previous version's
package repositories.

This documents the "bump" step of these upstream package
repositories.
