Dmitriy Rabotyagov 55ac8d3d00 Set buster jobs to non-voting
Due to kernel bug [1] that was brought in with Debian 10.10, that makes
impossible to attach unprivileged container,
we mark Debian jobs as non-voting, since kernel patch has already landed
and we wait for new kernel to be packaged and nodepool images update

OpenStack-Ansible

OpenStack-Ansible is an official OpenStack project which aims to deploy production environments from source in a way that makes it scalable while also being simple to operate, upgrade, and grow.
