Update rabbitmq and ubuntu versions

Reasons:
 - Rabbitmq cookbook in 3.0.4 return the following error:
 Error executing action `enable` on resource
 'rabbitmq_plugin[rabbitmq_management]'
 - Ubuntu 12.04 isn't the latest LTS version

Changes:
 - Update Rabbitmq cookbook to 3.10.0 in Berksfile
 - Change all occurences from 1204 or 12.04 to 1404 and 14.04
