Stephen Finucane cb165573bc Remove the 'openstack-auto-commands' tool ...

The 'openstack-auto-commands' command has been superseded by the
'cliff.sphinxext' Sphinx extensions [1]. Remove both this and the helper
script in 'bin/doc-tools-update-cli-reference'.
