Some time ago we updated the Loci repo to publish
Openstack images to quay.io. This PR does the same for
this repo to publish infra images to quay.io.
The *-docker-image zuul-jobs roles do not support other
registries except docker hub. So we have to switch to
*-container-image roles which also assumes updating
some jobs variables.
Also this PR removes build jobs for outdated images
- calicoctl-utility
- elasticsearch-s3
- gate-utils
- ospurge
- vbmc
