Use HostToContainer mountPropagation

For any host mounts that include /var/lib/kubelet, use HostToContainer
mountPropagation, which avoids creating extra references to mounts in
other containers.

Affects the following resources:
* ingress deployment
* openvswitch-vswitchd daemonset
