A config script has been added to the ceph-osd init process to set the config values from values.yaml via 'ceph config set' in addition to the values being added to ceph.conf. The bootstrap-osd key is also granted permission to set config parameters on monitors. The bluestore_elastic_shared_blobs config value has also been set to false to work around https://tracker.ceph.com/issues/70390.
