Update WSGIScriptAlias for heat-api and heat-cfn to use
/var/lib/openstack/bin/ which is the correct path in 2025.1
Ubuntu Noble containers. Add Directory block to each config
section since wsgi_heat and wsgi_cfn are rendered as separate
Apache config files for independent containers.
