Including link to dev docs for SLO support
SLO support is documented in the swift dev docs but this is currently unreferenced in the config docs. The info update required in this bug is relevant to openstack-manuals but should be documented in swift dev docs. Change-Id: Ibb8030973a3f6f69392aba4a085d40000839f8b7 Closes-bug: #1499152
