Install: Environment updates for Mitaka
Update environment configuration for Mitaka. 1) Change SQL database configuration file name to something less clunky. 2) Improve consistency of SQL database configuration among distributions. 3) Change RDO to use the PyMySQL library. 4) Add pre-release package repositories for testing purposes. Remove after release of Mitaka packages. 5) Move Memcached content from keystone because all services use it, but in a different way than in Liberty.
