Use 'openstack' command to relace 'cinder' command
This patch use the ``openstack`` command-line client command to replace cinder commands as possible as it is implemented. Implements: blueprint use-openstack-command Change-Id: I1a3ca6fb5f60fbc113a8a1173f0cee0e636be75c
