[glossary] Consolodate project codenames [horizon]

- Combine "Dashboard" entry with "horizon" entry
  - Rename "Dashboard" to "Dashboard (horizon)"
  - Link "horizon" to "Dashboard (horizon)"
  - Make sure description matches project.yaml
