Included new section 'Create a router' in the Dashboard chapter
Updated the End User guide to include 'Create a router' section in the dashboard chapter. Also included section intro and updated the title to make consistent with other section titles. Partial-Bug: #1280925 Change-Id: I9f8469603b6c6ee09188ae9c09c2b88610841442
