[contributor guide] move steps for finding a bug
The list of first time docs tasks can't be performed until after the contributor has set up. Moved to after the contributor set up information. Deleted second suggestion to triage bugs as irrelevant to tutorial work flow. Amended language. Change-Id: Id34979984b15eea5d2de3ffac62cda34070d95e9 Closes-Bug: 1631710
