In the previous version, the string contains a backslash after
a closing ** markup. It is rendered in English version, but
it cannot be rendered properly even if we try to use a similar
markup in translations. (The only way I found to make Japanese
translation rendered properly is to use the proposed way.)
The proposed string changes nothing in English version
and make translators easy to handle the string.
There seems no meaning in using a backslash here.

Implements: blueprint user-guides-reorganised
With the split of the User Guides, there's no need anymore to have
orphan and user_only flags, remove them from the user-guide
directory.
Only files that keep :orphan: are
doc/user-guide/source/hot-guide/hot_advanced_topics.rst and
hot_existing_templates.rst since these files are not currently included.

Separate User Guides cleanly, there's little benefit in having them in
one directory and it causes quite some strange sphinx challenges.
Temporarily disable translation of the guides since first a new release
of openstack-doc-tools is needed.
