The xena and yoga release's install guide are missing in a doc.
I added the following items in install guilde.
- Add a yoga ubuntu repository in Archive Eablement.
- Add an openstack service install guide for xena, yoga

In CentOS 8.3.2011 and later version, flag of --set-enable had been
modified. "PowerTools" had been replaced with "powertools". This
change was mentioned in the release notes:

Update the "yum config-manager --set-enable" command to use
"powertolls".
Users can know the right way in 8.3.2011 and later version CentOS.

Updated the install guide for Wallaby. RDO and Ubuntu will need to be
updated when released as well as deploy guides.

Table has not been maintained for a while and needed adjustments in
terms of the available services along with used ports.
Table was made on best effort basis, which means that only most known
services were filled in and some might be still missing.

Fixed the network1-services.svg file and created a new png. First
patch failed building PDF when trying to use the svg.

Updated the install guide for Victoria. NOTE: I did not update
environment-packages-obs.rst so OpenSUSE is still Ussuri.

As the official Ubuntu wiki[1], victoria cloud-archive is available
for Ubuntu 20.04LTS and the wiki shows how to use it.
In addition, I confirmed it works locally.
This adds the description for the installation guide.
