As per https://bugs.launchpad.net/openstack-manuals/+bug/1461720, the HOT Guide has been moved from the User Guide in the openstack-manuals repo to the Template Guide in the Heat repo. The Template Guide maintains a HOT reference chapter (http://docs.openstack.org/developer/heat/template_guide/openstack.html) that duplicates the HOT Reference guide (http://docs.openstack.org/hot-reference/content/).
