Build translated RST manuals. This needs openstack-doc-tools 0.26 release, thus bumped up requirements. Import also Japanese User Guides translations so that this can be tested. We only create an empty file for it, this will trigger the import and enable us testing of the toolchain. Ignore some build results. Change-Id: Ic51974445730cbfa886beb7cfd4fcf71977dab3c
