Stephen Finucane 0052a6dbaa Remove 'autogenerate-config-flagmappings' ...

I didn't even know this was still here. All of this has been replaced by
oslo.config's 'sphinxext' extension or other in-tree tools (Cinder, I'm
looking at you).
