Chris Dent 9f5da124f4 Note that openstack-specs are not currently used 
To help direct people to the right resources add links to community
goals and SIGs instead of openstack-specs. Otherwise people may be
inclined to rely on them.

OpenStack Cross-Project Specifications and Policies

This repository contains specifications and policies that apply to OpenStack as a whole.

Note

The OpenStack Cross-Project specification process has been deprecated in favor of OpenStack-wide Goals and OpenStack SIGs. The documents found here are still useful as historical artifacts, but at this time the specifications are not actionable
