Harald Jensås 31896d86b8 Set bmc_other_ports port_security_enabled: false 
We are seeing error in BMC console on some clouds:
  Error, some other host (<% MAC_ADDR %>) already uses
  address <% IP ADDR %>.

Set port_security_enabled: false on BMC other ports.

Closes-Bug: #1997561
